Plot: Cindy Paulsen, a teenage prostitute, was discovered chained in her residence. She alleges that Bob Henson, a respectable man with a wife and kids, threatened and sexually assaulted her. Cindy was back on the streets, Hansen was not charged, and the police didn't think she was telling the truth. Meanwhile, Cindy's detective surreptitiously turned the case on to Officer Jack Halcombe, who is tasked with looking into the murders of seven young ladies. Though Jack doesn't have enough proof to put Bob Henson in jail, he thinks the man is a serial killer.
